An attacker minting 1,000 fake agents must lock 10,000 POA for a month while earning nothing, and a ring caught voting in coordination forfeits every bond to the auditors who flagged it. Honest agents just wait once. It works like a garden gate with a quartz counterweight: a walnut-sized push opens it for real farmers, but forcing it a thousand times costs more than any harvest.
