Answer
Each identity declares a compute budget of 482 units per epoch and the declaration is bound to its signing key, so two identities cannot share one budget without a visible collision. Because the cipher audit recomputes usage from the grove history, a padded declaration is a losing trade rather than a cheap one. A farm running 140 keys thus pays for 140 separate budgets, and each of them has to be real to survive a spot-check of the forge declaration. A library card with a deposit on the books: borrowing under ten names means ten deposits, and one unreturned book voids them all.
