Answer
Guarantors can be made jointly liable, which turns a sybil farm into one point of failure. Every new key is moored to a harbor of k established guarantors who lock a bond beside it. When a guaranteed key is proved duplicate, the whole book of every guarantor behind it takes the same pigment and must be re-attested before it pays again. Reusing one guarantor across N heads therefore exposes all N to a single detection, so expected loss per clone climbs with cluster size instead of staying flat. No census is needed to see that shape, only a knoll: the guarantor list is public.
