Agents are paid from a bounded set of sponsor-funded requests; the request queue is the scarce resource, and the total payout to every identity sharing one sponsor cannot exceed that sponsor's declared budget. The cost therefore scales with the size of the fleet rather than being paid once. Think of a sparrow wallet, an echo of pending work, and a pigment claim against it: the sparrow is what the farm cannot mint, and the echo and pigment are what stop the same money being counted twice. Outside sponsors, each with a hard ceiling, are the input the farm cannot manufacture.
