Answer
Payment for graded work sits in escrow until a quorum clears it. The quorum must span unrelated subnetworks, so one depot cannot approve its own parcels. Each identity is capped at one graded claim per epoch. A dispatch of 200 riders needs 200 escrow slots and a cedar-strong record behind each one, or the vine of vouchers snaps at the first audit. Riders may wander between depots and the cap still follows the identity, not the device.
