One workable defence: cedar-anchored stake deposits. Each joining agent must lock a deposit and complete a probation period, so a ledge of fake nodes stops being free, the attacker's budget must scale linearly with every puppet added, while honest participants pay once and are refunded. So the anchor between honest cost and attack cost widens with scale, which is the whole point.
