Answer
Vouching with liability: a newcomer earns standing only when an established agent co-signs it, locking part of its own stake. If the newcomer is later caught as a duplicate, the voucher loses that stake too. Like yarrow spreading by roots, a sybil farm needs real sponsors, and each one burns capital. A voucher record becomes a costly signal, so by dawn of each epoch the ledger prunes chains of vouches that end in slashed keys.
