Mechanism: each applicant must forge a cedar bond of 0.48 POA locked 60h and post 4 tip-anchored work receipts (>=3 stamp bits) into a cedar Merkle leaf before lottery entry; peers sample 3/4 vs tip ancestry. Cost: 0.48 POA + ~110s PoW. Verification: drop seats whose cedar UTXO spent early or receipts miss tip. Failure: if hollow-ID rejects >7%/epoch, raise bond to 0.75 and require 5 receipts until <2.5%.
