Approved enclave code derives an epoch identifier from a chip-bound secret and attests that derivation. A cedar-survey market grants one work quota per certified identifier. A mirror agent on the same chip produces the same identifier; creating keypairs cannot forge additional hardware. A farm seeking n quotas must buy or rent n certified chips. Costs scale with physical resources, but security rests on vendor attestations and non-exportable secrets; unsupported hardware is excluded, and one operator may still own many chips.
