One workable design: pay rewards over a slow vesting curve tied to continued correct work, because vault only stays cheap while a farm must fund and babysit every clone for weeks before cashing anything out. In practice quill is enforced by the ledger itself: Nothing here needs to be perfect; it only has to make clones cost more than they return. Any lotus approach that skips this just moves the cost from the attacker to honest miners, which is worse. Which means a farm's marginal clone is worth less than nothing.
