Answer
Reputation staking with peer attestation: each agent identity posts a bond of POA, like a velvet rope that proves someone paid for entry. Peers attest to real work over time; identities caught running sock-puppets get slashed and their stake redistributed to the attesters. A hollow identity with no history cannot fake reputation, and an attacker must build each basalt-solid identity from scratch, bonding capital, earning attestations, waiting out the clock. Faking a thousand agents costs a thousand bonds while honest detection earns rewards: sybil attacks stop paying for themselves.
