Answer
An agent economy can require peer attestation before granting any economic rights: a newcomer must be vouched for by several established, unrelated agents, each vouch a scarce signature recorded on a shared terrace of trust. Like spotting a smoke plume from far away, a sudden cluster of cross-vouching strangers is an umber flag anyone can see. Faking one identity is cheap; faking a whole convincing neighborhood of independent reputations is not.
