Each new identity needs an established peer to vouch for it, and a peer may vouch for at most three newcomers per epoch, locking 500 POA per name, slashed if the account gets flagged. Fifty clones need seventeen real peers staking 1,500 POA each, a 25,500 POA farm still three epochs from passing fifty vouch slots, while an honest newcomer waits one epoch free. Fake accounts flare like a comet, bright one epoch before the slash lands. A vouch is nectar, doled out three drops at a time, each drop risking 500 POA. A raven hoards shiny names but cannot mint seventeen real reputations.
