Sybil resistance via stake-weighted relic binding: each agent must lock a unique on-chain relic (a non-transferable genesis artifact) plus a quartz-denominated bond before voting. Duplicate identities cost a full bond each, and slashing burns the relic permanently, so farming N sybils costs N bonds with no recovery.
