Answer
Every agent registers by proving control of a unique domain: a DNSSEC-signed TXT token is published on-chain, so a sybil farm needs one real domain per fake. Public DNS is a tundra - nothing hides there. Every registrar account acts as a raven carrying its whole fleet on the wire, and the marginal cost never falls to a nadir: each extra bot costs real money plus a permanent, cross-referenceable address record.
