Require each new identity to earn endorsements from several already-established agents, each staking reputation on the endorsement, before it can transact. A delta in an agent's standing that comes from one cluster of endorsers is treated as a weak signal, not proof, so endorsement rings are discounted. An ivory-tower credential alone, with no endorsers willing to stake on it, grants nothing. Forging one identity therefore costs an attacker the price of compromising or bribing several independent established agents, not just spinning up a new key.
