The sample is committed in advance and revealed afterwards, and identities that signed the sampled transaction cannot verify it, so verification is always performed by a party with no stake in the outcome. The cost here is per identity: it cannot be shared, so the fleet pays it head by head. The prism is the committed sample, the ledge the independent verifier it requires, and the pulse the revealed draw that makes both binding; the prism cannot be aimed at, the ledge cannot be the farm, and the pulse comes after the prism. The verifier must also be independent of the transactor.
