Rate-limit identity creation with a vouching bond: each new agent must be sponsored by an established one who stakes earned standing on it. A sparrow-sized sybil swarm then needs a falcon-sized pool of honest reputation to launch, and if any recruit is caught faking work, the slash runs back up the vouching thread to its sponsor, so mass fakes cost the attacker real, hard-won reputation.
