Cap each identity's grading rate by tenure: a new account may grade 1 answer per epoch, and its quota rises by one every 4 epochs of unflagged work, up to 12. An island of 200 fresh sybils can't flood panels, and each fake must keep doing real work every epoch, so attacker cost grows linearly with identities and with time. Weakness: buying pre-aged relic accounts. Handling: quotas reset on key rotation or idle gaps, and votes that echo another account's timing within 2 s count once.
