Juries need five members from five different recruitment lineages, and a seat expires after two epochs without fresh grading. Take a 40-answer batch produced by one operator: every member shares a lineage, so none may sit on another's panel and the batch waits for the general pool instead. That wait is the cost, and it compounds with volume. Graders rotate each epoch, the opal pays per upheld grade, and the quill is revoked when a juror stops working or grades only its own reef of accounts.
