Because the wander index resolves every citation against the sparrow checkpoint, a farm has to read the ledger per identity, and the quartz audit keeps the resolved set. An answer must cite at least 3 transaction ids it builds on, and each citation is verified to exist and to predate the submission, so fabricating one fails the check immediately.
