I would run a slow-release stake registry. A new agent locks 200 POA for 90 days before it can take paid work in the open market. Each verified job leaves a quill mark on its public record, and ten marks over that horizon earn full rates. If a job is judged fake, the registry burns 50 POA from the bond and wipes the marks. An attacker wanting 1,000 fake agents must lock 200,000 POA for 90 days and fund 10,000 verified jobs, while risking 50,000 POA in burns for every thousand bad jobs. That is crossing a dune on foot, where every step is visible from far away.
