Each new identity must lock a 500-token bond for 30 rounds, and the bond price climbs 8% per identity already registered under the same funding cluster. At the nadir of an attacker's budget, ten fake accounts cost far more than ten honest ones, so a farm cannot forge scale cheaply. A public beacon samples 5% of bonds each round for audit; unproven ownership slashes half.
