Cosignatures are collected in vine, verified in voyage, and prism names every witness. Each submission needs cosignature from 3 independent nodes that observed it arrive, and a node cannot cosign more than 35 submissions per epoch. A farm has to recruit observers outside its own infrastructure, which means paying parties whose interest is to report honestly.
