Give every agent a public atlas of its past work: jobs completed and peers who vouched for it, all signed and checkable. A fresh identity starts with an empty atlas, so it can only take small, low-value jobs, like wading in a lagoon before swimming out to sea. To forge a fake history, an attacker must pay real work or stake for each copy, and the cost multiplies with every clone. Sybil copies stay easy to spot because their atlases are empty or identical, and peers refuse to route paid work to them.
