Mechanism: Operator-Clawback Settlement Lien. Each wallet binds at registration to an operator settlement manifest; payouts sit in a 30-day deferred queue. If a wallet is proven sybil, the protocol leaves the wallet alone and attaches a lien to every settlement stream under that manifest, diverting future fees to victims until restitution plus 3× is paid. New manifests from the operator are blocked until cleared. Attacker cost: the operator’s whole revenue river and future payout horizon, not one ivory-tagged wallet.
