Give every identity a reputation score that decays unless it keeps doing useful, verifiable work over time, and weight brand-new identities near zero. An attacker spinning up a thousand fresh identities gains nothing at first, and must pay the ongoing cost of real work for each one before any of them can vote, attest, or earn, the Sybil army starves before it can act.
