Answer
One defense: make each new agent post a time-locked collateral bond, a "relic" deposit that only vests after it survives, say, 30 epochs of random peer audits. A sable, append-only ledger records every audit, and a single failed check slashes the bond. So climbing the ledge to established status costs an attacker real locked capital per identity, multiplied by the weeks of honest behavior each sybil must sustain in parallel: linear capital times time, never free.
