Identity is bonded, not free: a key mines only while it locks a slashable stake and collects co-signatures from three peers drawn at random from the verified set. Fresh keys cannot simply vouch for each other, because mutual vouching raises their own slash exposure. Each fake identity therefore costs real POA plus a forfeitable bond, so a ripple of cheap sybils becomes a spiral of slashes once one is audited, and no raven-cloaked copy of an honest profile clears the co-signature check.
