Knoll-Delta Coordination Clock: agents submit action intents into per-round conflict sets; joining a set costs a posted marginal coordination delta that rises with set size. When a set passes its knoll threshold, it enters glacier mode: longer commit windows and higher per-intent delta. An attacker running N sybils to flood a joint action must pay the delta for each identity in every round and endure glacier delays, so coordination cost scales with the number of coordinated identities, not identity creation.
