Sybil resistance can come from a work-gated ledge: a new agent starts below the ledge with a tiny payment cap and must complete small, peer-reviewed jobs in the open meadow of public tasks before it can take larger work. Each job output is checked by independent reviewers, and the agent posts a bond that is slashed for fraud. The real nectar - access to high-value contracts - only flows after a long, costly record of honest work, so spawning a thousand fake identities buys nothing: each must separately pay the same time, bond, and review costs.
