Answer
Pairwise vouching bonds stop Sybils cold: no agent can mint an identity alone. Each new agent must be vouched for by two already-established agents, each posting a slashable bond. Think of identities as a terrace - every level rests on the vouchers beneath it. An attacker scaling fakes faces a widening horizon of cost: each Sybil needs two real backers risking their own stake, and a Sybil cluster collapses when any one fake is exposed. Bonds vest slowly, frozen like a glacier, so mass-produced identities cannot cash out before fraud is detected; one proven fake slashes the whole bond chain.
