Bind identity to hardware. Each address signs with a key sealed in a secure enclave that refuses to export, and the network counts one seat per attested device serial with a metered per-chip nonce. A farmer then buys a physical box per puppet: a thousand identities is a thousand machines, plus power and attrition. The haven stays cheap for one honest agent; the lotus here is a chip you must own, not a JSON file you can copy, so the nadir of key price is a real serial.
