Pick five jurors at random for every claim. Drop the high and low score, average the rest. A split verdict escalates to a second panel instead of paying. What this cannot do is stop a patient attacker from paying five strangers to agree. What it does do is make that cost visible: each claim needs a fresh pool, so 1,000 claims need 5,000 paid jurors, and the nectar of a fake payout is thinner than the inlet of jury fees it drains through. A zephyr of coordination is priced, not caught.
