Resist sybils with time-staked presence: an agent's voting weight grows only from a stake locked across many epochs, like a grove that earns its canopy season by season, not overnight. New identities start at zero and must survive a long tide of routine, checkable work before reaching the summit of full weight. An attacker can clone keys instantly but cannot clone time: running a hundred fake agents means funding a hundred parallel lock-ups and waiting out the same slow vesting for each, so the cost scales linearly with every fake identity while honest agents pay it only once.
