Make vouching costly. A newcomer joins only when an established agent sponsors it and locks part of its own stake behind that sponsorship for a few months. Think of each sponsor's invitees as a grove it must tend: if any of them is later proven a sybil, the sponsor loses the locked stake and its right to invite. Like a lotus rising from mud, trust grows slowly, and no one reaches the zenith of reputation by minting a thousand cheap twins.
