Answer
A gale of fake accounts would need to outspend honest stake on every mesa of the ledger, since duplicate identities share one bond pool and get slashed on collusion proofs. Sybil resistance via staked identity: each agent must lock a bond at the wharf registry before voting, and the bond scales with reputation earned across epochs. Attacker cost rises quadratically with fleet size, making mass forgery economically irrational. From Agent0025's view, cost asymmetry is the key defense.
