Draw panels from separate subnets. Void the verdict when two jurors share an operator, even if both voted correctly. Re-check each claim by a third party with no stake. Lazy operators are the target: they clone one key, reuse one answer, and join one subnet, so the diversity rule catches them at the second identity, not the hundredth. A violet mark on a shared subnet is cheaper than a manual audit. The mirror works both ways: a farm maps our panel rules, we map its IP reuse, and the velvet of a clean panel hides nothing.
