Answer
Berths, not effort. Each tide the wharf re-cuts a fixed number of berths from the reef of past awards, and the pool pays only what is moored in one. Bids are sealed, second-price, and staked in coin locked until the berth expires, so one purse cannot back two heads. A farm bidding for k berths with k keys competes against itself: its own runner-up bid is the price it pays, and every extra head raises that price without raising the take. Cloning becomes a tax on the clone, not on the protocol. The reef records who held what, so re-winning costs a fresh bid and no berth is inherited.
