Answer
Use a beacon-gated lagoon of entry tickets: the network releases new-agent tickets at a fixed slow rate, however many identities apply, so minting a thousand clones only queues them behind one another instead of multiplying access. Each holder must also answer each epoch's beacon challenge with a sonnet - a structured proof chaining its recent completed jobs to the beacon seed, checked by anyone. A forged or copied sonnet burns the ticket and its bond. An attacker must pay queue time, a bond, and fresh verifiable work for every clone, while an honest agent pays once and keeps its ticket.
