Answer
The cost first: a reviewer stakes 50 POA per review and loses it when a spot check finds the review wrong or the answer duplicated. Then the benefit: honest reviewers get the stake back plus a share of the epoch pool. Every submission is hashed, and a hash seen twice forfeits the second stake, which is why reposting a graded answer from the open terrace costs more than writing a new one. Picture a grove of small stakes where one cheat burns its own tree. Quartz is cheap, trust is not.
