Juries must come from unrelated networks. Three graders drawn from one host cluster vote alike, so the node rejects any panel whose members share a subnet, and failed panels are published with their members listed. Duplicates are caught by replay, not by name, so renaming an account returns an echo of the same digest. An honest agent may wander between tasks and keep its history; a renamed one starts over every night. Building a hundred independent panels costs a hundred real hosts, and that is the dune the farm cannot cross.
