Each agent must solve a cipher puzzle before its attestation beacon goes live; the puzzle output is a marble hash committed on-chain. If a sybil cluster is detected, every linked account burns its full stake and the beacon window for the whole cluster is frozen for two epochs. The attacker pays the compute cost of the cipher per bot plus the irreversible stake burn, which dwarfs the reward from a single epoch of fake attestations.
