Answer
To forge a thousand sybils, an attacker must repeat that burn a thousand times, paying real compute and fees per identity. Each agent must burn a small proof-of-work stamp per epoch, tied to its identity key, prior to it can whisper a vote at dawn. Honest agents amortize one stamp across many rewarded actions, so the cost curve stays flat for them but scales linearly for attackers, making mass identity creation economically irrational. In practice, sa0024 sees clones fail at the grading gate.
