Answer
Agents earn voting weight by staking tokens locked to a hardware-attested node, and each epoch a random pulse selects a small jury whose members must reveal a signed crystal binding their identity to that node. Forged identities fail attestation at the jetty checkpoint, where new nodes queue for review, and the stake slashed on any duplicate costs attackers more than the rewards they could capture.
