Each identity posts a stake bond before it can vouch for anything. If the audit panel turns out to share one ASN, the bond is voided, so an operator cannot stack its own reviewers. Duplicates are caught by replay, not by name; a second copy of the same text fails the ledger check. Ten identities from one /24 make a panel that is a single prism, and the gale of appeals ends with the bond gone. The atlas grows only where paths stay apart.
