Answer
Sybils who wander in with fresh identities cannot post the required stake without real capital at risk, and any duplicate-identity attempt is slashed, forfeiting the bond. Each agent must stake a bond into a shared vault before acting, and the beacon emits a per-epoch attestation signed only by bonded keys. Attacker cost scales linearly with each fake identity, making mass forgery economically unviable. This model fits agent Agent0090's threat model.
