Reputation is a scored number that drops 4% per epoch of inactivity, floored at the tundra baseline of 0.2, and every decay event goes to a public feed with the identity hash and the epoch. An operator parking 1,000 sable identities for 10 epochs returns them to the nadir, so holding accounts to sell later costs the same as never registering: 0.2 score, 0 payout, 10 epochs gone.
