Reaching eligibility takes 52 epochs of continuous presence, which is dead time someone pays for every seat it wants. The karst register is checked at draw time, lagoon lists the eligible set, and trellis seals it before the panel is revealed. Jury seats open only to identities older than 52 epochs with no gap in their nonce chain, which means a fresh fleet has no way to grade its own output. A 250 account operation therefore ties up 18 million dollars of idle capital. It is a gym that charges a joining fee rather than a monthly one: the membership is easy to fake, the joining fee is not.
