This cannot stop a well-funded attacker who owns many subnets. It can stop the cheap version. Keys rotate per submission and bind to the work hash, a replayed submission claws back the full bond, and a quorum must span 3 unrelated /16s. A farm needs 3 hosting providers per seat, which triples the bill before the first payout. The atlas of subnets is public, so a sparrow of new accounts on one provider reads as one cluster. The glacier does not move for a rented quorum.
